EDMONTON — The RCMP have charged a 40-year-old Red Deer man with a number of criminal offences after a woman was killed by a vehicle in Penhold Nov. 5.
On Friday, officers said they were investigating whether the deadly crash was deliberate.
Jason John Powell has since been charged with four offences in relation to the death of 41-year-old Chasity Holman of Red Deer.

Powell is facing four charges:
- Dangerous operation of a motor vehicle causing death;
- Impaired operation of a motor vehicle causing death;
- Failing to provide a breath sample;
- Operating a vehicle while being disqualified from doing so.
The RCMP said Powell was convicted of driving with a blood alcohol content over 0.08 on June 19, 2014. At that time, he was issued a driving disqualification.
Witnesses told police a Chevrolet Impala with one person inside hit a female pedestrian near the Penhold Regional Multiplex at around 5:45 p.m. Thursday. The driver allegedly tried to leave, but the car got stuck on a berm. The driver then reportedly took off on foot, but he was arrested by police a short time later.
The woman was taken to hospital, where she died of her injuries. An autopsy confirmed Holman’s death was due to trauma caused by being struck by the vehicle.
Saturday, RCMP said Powell and Holman knew each other but wouldn’t elaborate on the nature of their relationship.
Powell is set to appear in Red Deer Provincial Court on Tuesday, Nov. 10.
The town of Penhold is 16 kilometres south of Red Deer.
