Rumours have been swirling that Normandeau was on the verge of quitting and that Charest was trying to convince her to stay on after a radio and television commentator reported that Normandeau had submitted her resignation.

Charest was in China recently, promoting his Plan Nord, which is Normandeau’s responsibility. The premier was accompanied by two of his ministers, but not Normandeau.
