A man wanted for allegedly murdering an inmate in a Kingston prison 20 years ago has been arrested in Saanich, B.C., according to police.
Police said 40-year-old Phong Chau was found dead in his cell with apparent trauma to his body at the Joyceville Institution on July 24, 1994.
On Thursday, police investigators travelled to Saanich to execute an arrest warrant for first-degree murder.
Forty-year-old Brian Riches, who is also known as Brian Spinks, was arrested and is being returned to Kingston.
Police said Riches was an inmate of Joyceville Institution at the time of the murder.
