WINNIPEG — It’s been nearly a year since Mark Dicesare, 24, was shot and killed by Winnipeg police near Grant Avenue and Kenaston Boulevard.
On Wednesday the province sent a media release stating an inquest has been called into Dicesare’s death. The release also has new information on why police were involved in a high-speed chase with Dicesare.
