WINNIPEG – A high-risk sex offender who victimized a stranger’s child is expected to live in Winnipeg after he’s released from Stony Mountain penitentiary Wednesday, the Manitoba Integrated High Risk Offender Unit warns.
Russell Rolando Plett, 34, sexually assaulted a six-year-old boy in a restaurant washroom, the Winnipeg police/RCMP joint unit said in a news release.
Plett is five-foot-nine and 173 pounds, with brown hair and blue eyes, police said.
He was sentenced to three years in prison in October 2011. Although he participated in some sex-offender treatment, he is still considered at high risk to reoffend, and all children are at risk, police said.
Plett is subject to a 20-year prohibition order that he not:
- Attend a public park or public swimming area where people under the age of 16 could be present or be expected to be present, or a daycare centre, school ground, playground or community centre;
- Seek, obtain or continue any employment or become a volunteer that involves being in a position of trust or authority over anyone under 16 years old;
- Use a computer system to communicate with a person under age 16.
