Sam Kutsea, the foreign minister of Uganda who will preside at next week’s gathering of more than 140 world leaders at the U.N., said Tuesday that the meeting is happening at a “tumultuous” time when the world is beset by poverty, hunger, unemployment, armed conflicts, faltering education systems and climate change.

The largely ceremonial but prestigious job of president rotates annually by region. Kutesa takes over from John Ashe of Antigua.
