Crown counsel Winston Sayson says two women were placed in the drunk tank when they began hugging, kissing and having sex, and an officer later learned one of the women was HIV positive.

Defence lawyer Glen Orris says the detachment was chronically understaffed and Brown was not trained as a watch commander.

As many as 17 witnesses are expected to testify at the trial of Brown who has been suspended and remains on paid leave.
