Toronto council orders improvement snow removal following problematic winter

After a problem-filled and over budget year, the city’s Auditor General has recommended many changes to the city’s new winter maintenance services. Some councillors remain skeptical over whether changes they’ve ordered, will yield better results when the snow flies. Matthew Bingley reports.
