The number of pet surrenders are on the rise in Calgary. But with limited space at local shelters to take these pets, some owners are deciding to abandoning their pets without shelter approval. Following the air travel chaos of the past winter, the federal government is proposing new rules to strengthen protection for travellers, but critics warn the changes won’t go far enough.
