Justice Paul Rouleau, who led the independent public inquiry into the so-called “Freedom Convoy” and the federal government’s emergency powers, tabled the final report of the Public Order Emergency Commission on Friday, which found the Trudeau government’s actions were justified in using the Act. One of the reasons for this judgment is that the Ottawa trucker protests led to a national emergency once they became unlawful, leading to a threat to Canada’s security.
