Toronto seeks new staff, more time to make provincial planning changes

Toronto’s executive committee is looking for more time to implement changes the province has made to its planning and approval processes for housing developments. The city says, while development needs to be sped up, it can’t be done at the expense of good planning. Matthew Bingley.
