Who’s responsible for low voter turnout in Ontario?

Monday’s municipal election in Ontario once again saw a disappointing number of voters casting ballots. As Sean O’Shea reports, experts say that fact is partly the responsibility of the electorate, and partly candidates who don’t provide enough competition.
