Top Canadian and German officials are calling out Vladimir Putin for halting the flow of energy to the rest of Europe. This after Ottawa circumvented its own sanctions to return a turbine for the Nord Stream pipeline connecting Russian natural gas to Germany. But the piece of equipment is stuck in transit as continental Europe receives a fraction of the gas it expected. Kyle Benning explains.
