Edmonton facing shelter space shortage as winter approaches

For thousands of people in Edmonton, this blast of wintry weather can be life-threatening. City councillors met on Tuesday to discuss a plan to shelter homeless people this winter. As Breanna Karstens-Smith reports, even if all goes well, the city will still be short shelter spaces.
