Weeks after a promise by the federal government, incoming international travellers to Canada are now required to spend about three days in a hotel on arrival. They can only leave once receiving a negative COVID-19 test. And even then, they have to spend several more days in isolation and test negative a second time. Sean O’Shea reports.
