When Choice Adoption suddenly closed last year, it left many potential parents, who spent thousands in hope of building families, in limbo. The B.C. adoption agency said a drop in international adoptions shrunk most of its funding. But as Robin Gill reports, new documents uncovered by Global News show the agency had been in trouble for a long time.
