Ian Shugart, clerk of the privy council, said on Tuesday that he’s seen no evidence that WE Charity would be unable to administer the Canada Student Service Grant, but said “knowing in retrospect what we know now” the public service probably would have “inquired further” into the charity’s finances and board departures.
