New restrictions at Canada-U.S. border at the verge of taking effect

One day after Prime Minister Justin Trudeau has announced the Canada-U.S. border would ban all non-essential travel to control the spread of COVID-19, officials on both sides are still negotiating the terms of this agreement. Mike Armstrong explains how soon it could take effect.
