Outer Banks residents assess damage as Dorian brings catastrophic flooding

Hurricane Dorian caused severe damage as it swept through North Carolina’s Outer Banks on Sept. 6, bringing what officials described as “catastrophic flooding.” Federal authorities organized air rescues for residents who became stranded after staying on Ocracoke Island to ride out the hurricane.
