Mon, Oct 30: A major milestone was reached today for the biggest infrastructure project in the province’s history. The Regina Bypass Project has now completed phase one, on-time and on-budget – but that doesn’t mean it hasn’t had its share of roadblocks. Marney Blunt reports.
