In Toronto, the red tape of City Hall got so frustrating for one man, he decided to climb right over it. All he wanted was a safe way for local seniors to get to a community vegetable garden. After years of waiting for the city to build some stairs, he decided to do it himself. And as Mike Drolet reports, that’s when the man stumbled into a big bureaucratic mess.
