Saskatchewan is home to the highest number of impaired driving accidents in the country. Eighteen years ago, Ted Gross got behind the wheel while he was under the influence and killed a 21 year old woman. Today on Digging Deeper, he weighs in on whether the province's laws are doing enough to deter drunk driving.
