Speaking in Ottawa on Wednesday, Minister of Environment Steven Guilbeault said that he had the “legislative obligation” to make recommendations for habit protection based on the Species at Risk Act, but that the cabinet has the “liberty” of whether or not to implement emergency orders. Guilbeault’s comments came a day after a precedent-setting win for the critically endangered spotted owl, following a federal court ruling that an MP broke the law in his delay to recommend emergency protections.
