Can airlines, officials better forecast severe turbulence to help avoid it?

After a Qatar Airways flight experienced severe turbulence this past weekend, injuring 12, it has added to the calls for improved safety as incidents of stronger turbulence continue to rise and has some asking what airlines, pilots and officials are doing to better predict these incidents.
