Toronto didn’t exercise World Cup escape clause, reports say

Internal documents obtained by the Toronto Star detail the city’s opportunity to bail on its World Cup duties if funding wasn’t secured from upper levels of government. The city never did so and a funding gap remains, leading some councillors to say the clause should have been exercised. Matthew Bingley reports.
