Canada has decided to cap the number of international students allowed in this country. The federal immigration minister said the goal is to stop bad behaviour by certain private institutions and to limit the impact of international students on the housing crisis. But while the new measure could have major impacts in some provinces, it’s a different story in Quebec. Global’s Dan Spector reports.
