Toronto looks to change dispute system to increase speed camera enforcement

Toronto City Council’s decision to expand the number of automated speed enforcement cameras will require a shift in how it processes disputes. A committee report is recommending the same process where people battle parking tickets through an administrative penalty system, rather than at provincial courts. Matthew Bingley reports.
