New regulations governing conduct are being implemented in libraries across Montreal. They give officials authority to ask people to leave if they don’t respect a code of conduct which includes proper hygiene. But critics fear the new rules mean vulnerable people such as unhoused visitors will end up being targeted. Global’s Phil Carpenter reports.
