The City of Ottawa is closing volunteer check-in points in Cumberland and Britannia on Thursday and redirecting people to flood-affected communities in the city's rural west end.

The premier's visit comes on the heels of Mayor Jim Watson's move to declare a state of emergency in Ottawa due to rapidly rising water levels along the Ottawa River.
