On Thursday, police arrested a third person, and have since charged Joch Pouk, 20, with second-degree murder.

Police say the victim was swarmed by a group of up to 10 people, and more charges are anticipated.

“We have to send a message. One of the strongest ways that police and the justice system and courts can send a message is when we charge people for being involved in these things,” says Police Chief Rick Hanson. “We are going to be relentless in our investigation to charge whoever is involved in any incident like this.”
