The blaze ripped through the north side of the property, collapsing the roof.

A 66-year-old man was killed. Ten others managed to escape, including Grover.

Investigators found three of the four smoke detectors inside were inoperable.

Allegations in the statement of claim have not been proven in court.

The lawyer representing the tenants says the next step will be for Grover to file a statement of defence.
