White Rock council will decide Monday night whether dogs will be permitted on the promenade in off-peak months.

Mayor Darryl Walker says it’s “hard to tell how the vote will go.”

He said he’s not showing his hand in advance of the meeting how he’ll be voting on Feb. 11.
