Dangerous offender Stanley Tippett who kidnapped Peterborough girl denied parole again

A man who kidnapped and sexually assaulted a 12-year-old girl in Ontario 10 years ago has been denied parole.

The Parole Board of Canada turned down Stanley Tippett’s request for day and full parole after finding he remains an “untreated sexual offender” who continues to deny his offences.

“It is the board’s opinion that you will present an undue risk to society if released,” the board wrote in its decision to Tippett.

Tippett, 42, was convicted in 2009 on seven counts, including sexual assault and kidnapping, after his 2008 attack on the girl. He was also denied parole in 2016.

The parole board recounted that Tippett had come across three intoxicated girls in Peterborough and offered to help, picking up two of them in his van. He then dropped one girl off, telling her he was taking the 12-year-old to hospital, but instead drove to a wooded area behind a school, the board’s decision said.

A witness heard screams and an officer later found the girl stumbling in the area, naked from the waist down, the parole board said.

Tippett told police and a court that he had been carjacked at gunpoint while he was taking the girl to hospital, which the parole board said was a fabrication.

The parole board also noted that Tippett tried to present his offences at a recent hearing “in a positive light.”

The board’s decision noted that a psychological risk assessment concluded Tippett was in the “low end of moderate” range to re-offend with violent crimes. Correctional Service Canada said Tippett’s risk is not manageable on any form of conditional release.

In 2011, Tippett was declared a dangerous offender with an indeterminate sentence — a designation that means he can be jailed indefinitely.

The recent hearing also presented other issues for the board.

It noted Tippett was unable to name any risk factors before eventually saying he had to avoid criminals, something that “has never been identified as a risk factor” for him. It added that Tippett has made “no observable and measurable progress as it relates to (his) risk factors.”

Prison hasn’t been easy for Tippett.

The decision notes that at one unnamed facility Tippett spent much of his time in protective custody because he’s had issues related to his “noticeable physical syndrome, Treacher Collins syndrome.”

Other inmates have thrown snowballs and food at Tippett.

Institutional staff have noted that Tippett involves himself in other inmates affairs “and can be manipulative of others, targeting lower functioning inmates.” He also often has trouble with his cellmates, according to the decision.

The board said Tippett needs to move eventually to a minimum security facility and a more open environment “before being considered for a more expanded form of release.”

However, when he was accepted to a less secured medium security environment, he refused. He has since been approved to move to a “softer environment,” but has yet to accept, the decision said.
