A City of Winnipeg spokesperson said concrete can expand when hot, and contract when cooled.
“In this instance the pavement didn’t have enough space to expand, so the concreted heaved at this location,” communications officer Ken Allen said in a statement.

The road is currently close at Scurfield near Wittenberg, with traffic required to turn around by using the service roads.
