It also recommends the health ministry increase funding and resources for mental-health services.
The inquest began earlier this month to look into the deaths of Brian David Geisheimer, Sebastien Pavit Abdi and Sarah Louise Charles.
Maple Ridge resident Geisheimer, 30, died in Mission on Dec. 28, 2014; 19-year-old Abdi died at his Abbotsford home on Apr. 26, 2015 and Charles, 41, died the same day near her Abbotsford apartment building.
All three were admitted to Abbotsford Regional Hospital for mental-health issues a few days before their deaths.
