KELOWNA–Shoveling snow is a winter-time fact most of us have come to accept.  But even the most meticulous snow remover could be neglecting their duties without even knowing it.

The City of Kelowna Bylaw Services says residents and businesses are responsible for removing snow and ice from sidewalks bordering their property.

The bylaw says that doesn’t just mean the sidewalk in front of your house, but even adjacent sidewalks separated by a boulevard, landscaping or other portion of either property or the road.

Global Okanagan found pedestrians struggling along Clifton Road, on sidewalks that haven’t been cleared since the last snow.

Janette Wheeler says she often opts to walk on the roadway instead of the snowy sidewalk.

“I don’t even know if there is a sidewalk on either side of the road because I can’t see it,” Wheeler says.

Wheeler says she’d like to see it cleaned up, but she isn’t sure whose responsibility it is.

“I don’t know.  The city’s, I guess.”

But Kelowna Bylaw Services says it’s not up to it to keep the sidewalks clear on Clifton Road, or most other roads in the city.

While there are a few exceptions, even main thoroughfares, where most houses are not facing the roadway and are set far back, are still the responsibility of those residents.
