MONTREAL – The SPCA is pushing the Quebec government to pass an anti-tethering law that would impose fines on owners who tie up their dogs around the clock.

The campaign is called Cut The Chain.

Nova Scotia and New Brunswick have already enacted similar laws.

“The main problem is the psychological distress that it causes because dogs are pack animals, they’re social animals, they want to be with people,” said Sophie Gaillard, SPCA lawyer and campaign manager.

“To be isolated and not get a chance to exercise and be bored is extremely difficult.”

The SPCA insisted tying up dogs for extended periods of time makes them more likely to be injured, especially in extreme cold or heat.
