TORONTO — London police say an inmate who was “improperly released” from a maximum security prison last month was arrested in the city on Wednesday.

Police said the inmate altered his appearance to look like his cellmate, who was about to be released from the Elgin-Middlesex Detention Centre, on July 22.

They said he threatened the cellmate to be quiet when the correctional officer came to release him, then identified himself as the cellmate when they arrived.
