Global’s chief political respondent Tom Clark moderated the first panel at the Halifax International Security Forum, which began Friday afternoon.
The annual forum is hosting a U.S. delegation led by senators John McCain and Tim Kaine, as well as leaders from the Americas, Asia, Europe and the Middle East, according to a release.
“As leaders grapple with the significant developments and disappointments of the past year, now is the time for a real conversation about the actions democratic leaders can and should take in confronting terrorists, disrupting non-state actors and challenging aggressive regimes that discard international norms,” said Peter Van Praagh, president of the Halifax International Security Forum, in a statement.

Clark moderated a panel called “Fortress North America: How Glorious? How Free?” which featured the following speakers:
- General Frank Grass, Chief, United States National Guard Bureau
- General Charles Jacoby, Commander, United States Northern Command, North American Aerospace Defense Command
- General Thomas Lawson, Chief of the Defence Staff, Canadian Armed Forces
- Rob Nicholson, Minister of National Defence
