Experts say 2011 Manitoba flood poorly handled

WINNIPEG – A University of Manitoba engineering professor says the province should get an independent review of how it handled this year’s flooding. 

Jay Doering says the government overestimated the extent of the flood on the Red River and underestimated water levels on the Assiniboine.

He says more was spent on protecting the areas surrounding the Red River than was necessary. 

And protection on the Assiniboine didn’t do the job it was designed to do. 

Doering also says a controversial cut in a dike at the Hoop and Holler Bend on the Assiniboine wasn’t necessary. 

He suggests the river had crested by the time the cut was made.
