The vehicle was stopped on Northumberland Avenue but the driver took off a short time later and eventually turned onto Palmer Place, crashing into a parked vehicle.
Two people then fled and a canine unit was unable to track them down.
Three others in the vehicle, a man and two women, were arrested and are facing numerous charges. Their names have not been released.
They are scheduled to see a justice of the peace on Friday evening.
The vehicle was later found to have been stolen from Regina.
