Police say they responded to a 911 call from Eastern Passage on Dec. 10, 2012.
They found Ryan Good unresponsive in a home and he was pronounced dead upon arrival at hospital.
They say they received a public complaint last August that led to the gathering of more evidence and the charge against the 44-year-old woman.
Police are still investigating the public complaint.
