TORONTO – It was a collision that shook the council chambers and was the butt of jokes on late night TV talk shows, but an integrity commissioner report says former mayor Rob Ford was “unnecessarily reckless” when he knocked over a city councillor in 2013.
On Nov. 18 2013, during a particularly heated council debate, Ford knocked down Councillor Pam McConnell after running through chambers.
The report released by Integrity Commissioner Valerie Jepson earlier this week, found Ford was “acting in a manner that was unnecessarily reckless, lacking in decorum, and contrary to the Code of Conduct for Members of Council.”

The report also described the incident, saying Ford thought his brother, former Councillor Doug Ford, was about to engage in an altercation with someone in the public gallery.
Ford ran to his brother’s defence and crashed into McConnell, who sustained injuries to her face, hip and shoulder.
The report stated McConnell filed a formal complaint “as a way to assert her right to participate in her workplace in a manner that is free from violence, bullying and harassment.”
Ford apologized for his behavior and offered to make a payment to an organization of the councillor’s choosing and it was suggested the money be directed to a City-operated program within McConnell’s ward.
The report will go before council on Sept. 30 and asks that no further action be taken.
