Police have reportedly been targeting the suspects after they allegedly purchased large amounts of hydrogen peroxide and alcohol at a local hardware store in March.
It is believed one of the suspects has links to the Salafi jihadist movement and the al-Qaeda terrorist network.
The German newspaper report said police decided to move in after one of the suspects was observed exploring a forest near Oberursel where a bicycle race is expected to take place May 1.
