Mental health a possible factor in Vancouver’s third homicide

Mental health could have been a factor in the murder of a 63-year-old woman and subsequent police involved shooting in Vancouver yesterday morning.

Shortly after 10:30 a.m., police received a call about a small child crying, a man yelling, and blood on the walls in the hall of an apartment building at Kingsway Ave and Joyce St. in Vancouver.

When officers arrived, they were confronted by a man with a knife. He was challenged by police and shot.

A woman’s body was later discovered inside a suite. A 19-month-old girl was also found injured.

She was taken to children’s hospital and is expected to survive. Her injuries are not life-threatening, but potentially life-altering.

The victim has now been identified as 63-year-old Yin Nor Hsao.

VPD spokesperson Brian Montague says the injured child is Hsao’s granddaughter.

He says it appears the child was dropped off earlier in the day by her parents.

She often took care of the child while the parents were at work.

Thirty-three-year-old Ka Chi David Siu has been charged with second degree murder and attempted murder.

Siu is the victim’s son and the uncle of the injured girl.

He remains at the hospital in stable condition and is currently under guard.

He is not known to police and has no criminal record.

Montague says there was no restraining order against him, and the last time police attended the apartment was in 2008.

The Independent Investigations Office is now looking into the case.
