The conference of New England governors and Eastern Canadian premiers wrapped-up in Quebec City on Monday. It led to a power struggle of sorts between Premier François Legault and his Newfoundland and Labrador counterpart over the Churchill Falls deal which has not favored the latter’s province. While Quebec still hopes to expand that deal, those discussions will take place behind closed doors. Global’s Franca Mignacca reports.
