The former head of the Pierre Elliott Trudeau Foundation said during a testimony to the Privacy and Ethics Committee on Tuesday that a Beijing-linked donation to the foundation should be seen from the context of 2016, when it was made. Morris Rosenberg said at that time, governments, universities and corporations were “attempting to strengthen ties with China.”
