A number of municipalities in Quebec, mostly in the Lanaudière and Laurentian regions, have declared a state of emergency due to flooding. Meanwhile, the Greater Montreal area is also seeing waters rise. As Global’s Felicia Parrillo reports, with the threat of more rain, Quebecers are on high alert.
