The Harris Road underpass project has hit another roadblock, after Pitt Meadows council voted not to become a funding partner alongside the Vancouver Fraser Port Authority. Mayor Nicole MacDonald says it would have cost residents thousands of dollars each in the long run. Jennifer Palma reports.
