Montreal and Quebec provincial police forces ordered to pay survivors of 2012 election night shooting

A Quebec Superior Court judge has ruled that the public security plan for Quebec's 2012 election night had a "major flaw" that allowed for a gunman to carry out a deadly attack at the venue where the premier-elect was delivering her victory speech.
